The Workforce Investment Act (WIA) replaced the Job Training Partnership Act (JTPA). WIA is the most radical labor legislation when the national unemployment rate was at its lowest in the last decade. WIA requires an individual to receive employment related services by visiting on location and having his/her needs serviced at one site. The goal is to find a personal work first before any training or ancillary skills are provided. The JCETP is the employer’s Business Service Center in Jersey City. It assists new employers who are moving into the city so they can meet their compliance obligations and supports existing employers who need to hire, test and recruit new employees. EMPLOYER INCENTIVE PROGRAM TO BE IMPLEMENTED BY JERSEY CITY ONE STOP A new program for 2010 is WorkPAYS, an On the Job Training Program that reimburses employers 100% of gross wages paid, and public agencies (except state) and non-profit entities receive 120% reimbursement, for eligible Customers hired now through June 30, 2010, ending September 30, 2010. Employers may also be eligible for the Return to Work (RTW) or On the Job Training (OJT) Wage Reimbursement programs. These programs are a government initiative to assist eligible New Jersey customers in finding employment. If employers hire eligible customers and agree to provide them the training they need to succeed in their job occupation with your organization, employers may receive a 50% reimbursement of their gross wages for a period ranging from 4 to 26 weeks, depending on the job occupation title with the OJT Program. The RTW Program offers employers a $5.00 reimbursement per hour for eligible New Jersey customers that already have the skills employersseek, lasting for up to 12 weeks on job offers of fifteen dollars per hour or more, regardless of the job occupation title, reimbursing a maximum of $2,400 for each new hire retained for at least six months.
