The Workforce Investment Act (WIA) replaced the Job Training Partnership Act (JTPA). WIA is the most radical labor legislation when the national unemployment rate was at its lowest in the last decade. WIA requires an individual to receive employment related services by visiting on location and having his/her needs serviced at one site. The goal is to find a personal work first before any training or ancillary skills are provided.

The JCETP is the employer’s Business Service Center in Jersey City. It assists new employers who are moving into the city so they can meet their compliance obligations and supports existing employers who need to hire, test and recruit new employees. It also provides industry current labor information to employers so as to ensure the move to Jersey City is the right one.
